You'll usually want to put in every card you can (except Rule New Orleans), even if it has a beneficial effect, as to get those goodies, Dr. Facilier will have to burn a copy of The Cards Will Tell, and every extra card in the Fortune pile reduces the odds of Rule New Orleans being revealed.
