Clearly intended to preserve a board state that will fulfill Rule the Realm, hopping to an incoming Hero's location to ensure it remains outnumbered. Given its cheapness, it's also useful for fulfilling Round Up, or for just getting a little more Strength for a Vanquish when needed. But if you don't have Rule the Realm (or have already completed it), don't feel too bad about discarding this for higher value cards.
