- You can move a Fire token on top of another one, so they're both covering the same action.
Strategy[]
The main use of this card is to move Fire Tokens to the a location with another, so that you can remove both with only one copy of Monkeys, though the extra Power and card doesn't hurt. If your opponent moves to a location where they can Fate you, try to play this after the Fate resolves, so that you can minimize your losses if they add another Fire Token to your Realm. A great choice for Trust in Me.
Like your other condition, this card is trivial to trigger, as every Villain needs to play cards.
