A middling Fate pick. Mother Gothel only has two Royal Riders, and given their relatively high cost (compared to everything else in her deck), she'll likely be relying on her other Allies. There's usually a better option, but he can still cover top row actions, and when his Ability can be used, it can be very useful, such as saving Rapunzel from a defeat, or preventing a Revenge play.
