Oogie Boogie is the sole playable Villain in the Villainous expansion, Filled With Fright. He is from the movie The Nightmare Before Christmas, released in 1993, in which he is voiced by Ken Page.
Oogie Boogie has a pair of six-sided dice, which he rolls to resolve some of his cards. The number rolled determines the outcome of the card. He has several ways of adjusting those rolls, and Hello, Oogie! can subtract from them.
Oogie Boogie has a special setup: he places Sandy Claws in Oogie Boogie's Lair at the beginning of the game.
Objective[]
Oogie Boogie must convince Jack Skellington to return to Halloween Town, then defeat him with his Allies. He does this by playing Impostors of Sandy Claws, making Jack Skellington realize he should leave Christmas to him. Once four Impostors are successfully played, Jack Skellington returns, and must be Vanquished.

Strategy[]
Oogie Boogie is a relatively straightforward Villain: play four copies of Impostor Sandy Claws, play a few Allies to Oogie Boogie's Lair, defeat Jack Skellington. The main thing that makes him interesting is his gimmick: the dice. Most of his cards have varying outcomes depending on how you roll, and while he has a few ways of fixing the odds, the uncertainty still makes him exciting to play.
To the first part, you will want to be moving through your deck quickly, discarding or playing cards, in order to get to your copies of Impostor Sandy Claws. There are six of them in your deck, thankfully, so you won't usually need to reshuffle to get enough. However, unless you are very lucky, both in die rolls and in not getting an Impostor sniped by Jack Skellington's Effect variant, you will probably need to play This Time, We Bagged Him to get to four. To help tip the odds in your favor, you'll want to get out Barrel as quickly as possible to a location you visit often (likely either the Lair or Halloween Town), and use Loaded Dice as needed. What Did Santa Bring You? and Vanquishing with Spiders are helpful in getting through your deck quicker, as is It's a Vacation if you're at a location with a Discard Cards action. Shock is also fantastic, especially if you can get multiple uses out of her.
Next you will want to build up Allies. For the most part, stacking them in the Lair is the safest bet, as that's where Jack is going to show up, and likely where Citizens of Halloween Town will be played, and you should Vanquish them immediately, as you'll have to eventually anyway. If a particularly nasty Hero gets thrown at you (such as Sally), play Allies as needed to their location to deal with them, but you don't really need to pepper your Realm with Allies unless the Lair is already full. That said, Shock will be most useful at Halloween Town until you're ready to defeat Jack, and you can move any stray Allies into position with the Bathtub anyway. Try to get Lock into play as soon as you can, as he can save you a lot of Power in the long run. Bats are your most plentiful Ally, and will thus be the ones who do most of your Vanquishing - just remember to leave a couple in the Lair for Jack.
Once you've played four Impostors (and there is no reason to delay - yes, Distraction can move Jack out of position, but that's easier to deal with than getting an Impostor discarded) and have enough Allies in the right spot, just defeat Jack. You have two Vanquish actions, and a couple cards that give you extra ones. Your main stumbling blocks are going to be Sally restricting your movement, Citizens defending Jack, or too many Heroes blocking your actions and slowing you down. You should be ruthless with the Citizens, as previously mentioned, and most other Heroes (apart from The Mayor of Halloween Town who is usually just better to leave alone) should be dealt with swiftly as well, as your game is much easier with your top row of actions uncovered, especially with your Gain 3 Power action coverable.
Countering Oogie Boogie is also pretty straightforward: prioritize Sally, placing her at Halloween Town, and then the Citizens, playing them to the Lair. Other than that, play Heroes to cover actions, and go with Hello, Oogie! or Effect Jack when he's still trying to get out Impostors. Zero is in theory helpful, but Oogie Boogie has so many Allies and he can play them so easily that Zero usually has zero impact on the outcome of the game.
