- Razoul does not count as a Palace Guard and can be used to defeat Sultan.
Strategy[]
Razoul has okay Strength for his Cost, but the main reason you'll play him is to save Power in the long run. Palace Guards and Iago become free to play at his location, making it a lot easier to accumulate Strength for Vanquish actions. He's good to play at the Oasis, as 3-Power locations are the most often covered by Heroes, and that's a good location to play Iago.
