Sour Bill is an Ally in King Candy's Villain deck.

A very good, but not necessarily essential card. He can help you get an Ally to deal with Heroes, but perhaps more importantly he arranges the top of your deck, which can make sure the Racer token doesn't move very far at the start of your turn.
