The Robot Queen is an Item in Ratigan's Villain deck. It is his first win condition, as it must be in Buckingham Palace at the start of his turn for him to win. Discarding it from play also triggers the switch to Ratigan's other Objective, which is to defeat Basil.

Ratigan's primary Objective. If you draw it early, such as in your opening hand, it can actually be okay to discard it, as long as you know you'll draw into Extravagant. If not, your focus should be milling your deck, preferably with the help of Fidget's List, until you find it. Once you have enough Power to play it (taking into account cost reduction from Gears, etc.), you should play it - there is no reason to hold on to it. Move it to Buckingham Palace as quickly as possible (the Airship is great for this). If it stays there for one round without The Mouse Queen showing up, you win!
