Pete, with his two Power-gaining Items, Play a Game, and relatively cheap Allies, can often be sitting on a lot of Power, and taking out half of that can be quite painful, particularly if he still needs to complete Power Play. Obviously if he has 5 or less Power, Outlawed is strictly better.
