Tools is an Item in Ratigan's Villain deck. It decreases the Cost of all other Items he plays.

Strategy[]
Perhaps the best card in Ratigan's deck. It makes the playing of most other Items trivial: Airship, Bell, Fidget's List, Gears, and Uniform all have a base Cost of 1, so after Tools can be played for free, meaning Tools can save Ratigan a ton of Power in the long run. As such, it is also a prime target for Basil and Sabotage.
